Developers or General contractors who have been certified to participate in the program can apply for Afford-A-Home funds. This a not a down-payment assistance program. The City currently does not provide a down-payment assistance program.
Afford-A-Home provides pre-certified Developers or General Contractors who wish to rehabilitate and sell a home to an approved buyer an opportunity to reserve 2nd mortgage funds to subsidize the sales price of the unit, which increases the affordability for low-income households.
Developers and contractors must be certified by the Department of Community Development to participate and may call 216.664.4048 or email to obtain a Contractor Certification application.
2013Income Limits by Household Size (HS= Household Size)
This program is designed to assist certified developers in creating affordable renovated homes that may offer second mortgage assistance to qualified homebuyers. Developers who have eligible projects may apply for the funds to be reserved for use by an eligible homebuyer. Homebuyers cannot directly apply for the program. Only projects which have been City approved and have met all applicable Federal, State, and Local regulations are eligible.
The second mortgage amounts are $10,000 or $20,000 depending on the location of the home. Eligibility for homebuyers to receive second mortgage assistance is based on household size and household income. The property must also be the primary residence for the prospective homebuyer. To qualify, the house must be vacant and require at least $40,000 of work for a single family or $50,000 for a two-family structure
