During Online Open Enrollment, beginning March 14, 2014 and ending March 30, 2014, City employees may add or delete coverage or switch from one health care plan to another. New enrollments and/or changes will be effective April 1, 2014.
The City of Cleveland Human Resources department is responsible for administering the benefits program for the City of Cleveland employees who are eligible for benefits. In order for this department to attract, motivate, and retain a capable workforce, the City offers a competitive and comprehensive benefits employee package.
The City of Cleveland employee package includes, but is not limited to the following:
Medical Coverage This coverage ensures that all full-time employees and their families are eligible for medical insurance coverage under several options. Hospitalization becomes effective the first of the month following the date of hire. This benefit requires employee contribution.
Dental Coverage This coverage ensures that all full-time employees are covered effective the first month of hire following the date of hire. This benefit requires no employee contribution.
Vision Coverage The vision coverage ensures that all full-time employees of the City of Cleveland are covered effective the first of month of hire following the date of hire. The vision coverage benefit requires no contribution from employees.
Life Insurance All full-time employees of the City of Cleveland are eligible for life insurance coverage after a 90 day waiting period. Employees can also purchase additional life insurance for themselves and their family under this benefit.
Flexible Spending Accounts (FSA) Employees of the City of Cleveland that have health care benefits are eligible for Flexible Savings Accounts and Dependent Care Accounts, which are pre-tax and are offered annually.
Retirement Pension All City’s employees must become a member of the Ohio Public Employees Retirement System (OPERS). Once you become a member of OPERS, you are required to make contributions to the System through payroll deductions. The current OPERS rate is 10%; however, it will be subject to revision in the future.
Ohio Deferred Compensation (ODC) The Ohio Deferred Compensation (ODC) benefit coverage plan is a voluntary, tax-deferred, supplemental program for all City of Cleveland employees. The goal of this benefit program is to help participating employees save for retirement.
Paydays Every City of Cleveland employee is paid every other week on Wednesday.
Holidays All regular full-time employees will be entitled to 11 holidays a year, 9 paid holidays and 2 paid personal holidays per year. After an employee is hired, there is a 90 day waiting period before an employee can take their 2 paid personal holidays.
Sick time Under this benefit, all City of Cleveland regular full-time employees have the right to earn sick time at the rate of 10 hours at the end of each month.
Vacation The City offers all regular full-time employees vacation. Under this benefit package, all regular full-time employees have the right to earn vacation at the rate of 1 day each month not exceeding 10 days in a year. After 8 years, vacation will accrue at a rate of 1 ½ days per month not to exceed 15 days. After 12 years, 2 days per month not to exceed 20 days, and after 22 years 2 ½ days a month not to exceed 25 days.
Service Credit Any employee may be able to transfer previous service from another governmental agency in the State of Ohio to the City of Cleveland to increase their ability to earn vacation time. Sick time balance can also be transferred under this benefit, certain limitations exist.
RTA Advantage The The City, through partnership with RTA, makes it possible for all employees to purchase RTA passes per payroll deduction. This is an optional program for all City of Cleveland employees.
Pre-Tax Parking This benefit ensures that all City’s employees have the option to pay for their parking in any of the City’s Facilities pre-taxed.
