Division of Assessments and Licenses

The Division of Assessments and Licenses provides administrative, regulatory and financial services for constituents and other city divisions.  Services include:

  • Issuance and enforcement of various permits and licenses
  • Business tax administration
  • Invoice and/or collection of special improvement districts, assessments, and other city services
  • Inspection of weighing and measuring devices throughout the City of Cleveland

Taxicabs Operating Within the City of Cleveland
The Division of Assessments and Licenses regulates taxicab operations within the city. The Division’s goal is to provide safe, dependable, customer-focused taxicab services for constituents and visitors. Anyone having issues with taxi service in the City of Cleveland is asked to call 216.664.2260 or send an email.

Application Form

Registrants for Domestic Partnerships* must be 18 or older, and neither may be married or in an existing domestic partnership with someone else. Registrants can deliver or mail a completed application form and $55 to the Division of Assessments and Licenses at the above address. Acceptable forms of in-person payment include money order, check, or cashiers check (made out to the City of Cleveland); cash, or credit/debit card. Photo ID is required to enter the building. Those registering via mail may pay by check or money order only.

* “non-marital committed relationships of two adults of the same or different sex who share a common residence and affirm that they share responsibility for each other’s common welfare”

For the benefit of our constituents, we will effectively regulate various professions, efficiently bill for services and fairly collect revenues with the highest degree of integrity and ethics.
