Community Development

The Department of Community Development is responsible for planning, administering, and evaluating HUD funds. The Department implements programs designed to conserve and expand the housing stock; revitalize commercial areas; acquire, maintain, and market vacant land; improve the quality of human services; and develop small area or neighborhood strategies.

  • Summary of Substantial Amendment

    The City of Cleveland is applying for a Substantial Amendments to the 2014 Consolidated Plan Annual Action Plan as required by the US Department of Housing and Urban Development (HUD) outlined in 24 CFR Part 91. Per HUD regulations and City policy, any increase of a proposed budget for an activity listed in the plan is increase by more than 100%, and/or the City proposes to plan/carry-out a new activity not described in the plan, and/or the City proposes not to carry-out an activity described in the Consolidated plan, the applicable change must be made only after a substantial amendment is approved by HUD.

  • Community Financial Centers Helps Clevelanders Control Finances

    CFC, a community partner of City of Cleveland Departments of Community Development and Aging, is dedicated to financial empowerment, helping Clevelanders to improve personal finances by providing resources, advice, and guidance in forming and executing financial plans.
