Storefront Renovation Program (SRP) offers technical, design and financial assistance to commercial property owners whose retail (storefront) buildings are located in 27 City-approved “Target Areas.”

The goal of the SRP is to assist commercial property and business owners in achieving a comprehensive exterior rehabilitation that not only provides an aesthetic visual impact to the retail district, but makes the businesses operating within the storefront(s) competitive in Cleveland’s regional shopping market.

In CDC Target Areas, the SRP offers a 40% rebate (up to $25,000) to the property owner upon completion of construction per design standards and labor/wage requirements.  The CDC's larger eligible "service areas" retail buildings may apply for the SRP low interest loan product that is provided through the City's lending partner.

The Community Development Department has published an 88 page manual which contains exterior commercial rehabilitation design standards used in the City of Cleveland's Storefront Renovation Program.This manual describes the use of appropriate materials and techniques based on the Federal Secretary of the Interiors' commercial rehabilitation standards, and illustrates their use on numerous completed Cleveland projects.

There is a cost of $20.00 per manual plus $4.00 (each) for postage. Manuals are also available for purchase at City Hall in Room 320.
