Section 3 Reporting Requirements

Section 3 (of the Housing & Urban Development Act of 1968) is a requirement which sets goals for the participation of Section 3-Certified Contractors and the employment of Section 3 Residents (low income) for HUD-funded construction projects in the City:

  • 30 % of new hires by participating contractors must be Section 3 Residents
  • 10 % of the total dollar amount for building trades work (construction awards) must go to Section 3-certified contractors
  • 3 % of all other covered contracts (non-construction awards) must go to Section 3-certified businesses.

At the beginning of each contractor’s participation in a construction project, a contractor must submit:

  • Form A – Core Construction and Non-Construction Awards Report
  • Form B – Section 3 Clause Acknowledgment
  • Form C – Core Employees List
  • Form D – For each Core Employee who is a Section 3 Resident of Cleveland

At the end of each quarter (January 15, April 15, July 15, and October 15) a contractor must submit:

  • Form A – An updated Core Construction and Non-Construction Awards Report
  • Form E – Workforce Utilization Report
  • Form D – For each new hire who is a Section 3 resident of Cleveland
